     Barack Obama and Canadian Prime Minister Stephen Harper quietly have taken a major step toward erasing the border between the two nations with a new "Beyond the Border" bilateral declaration.  In a ceremony designed to remain below the radar of national public opinion, Obama and Harper bypassed Congress to sign on the basis of their executive authority a declaration that put in place a new national security vision defined not by U.S. national borders, but by a continental view of a "North American perimeter."  It happened Friday (before Super Bowl), the day the Obama administration usually pushes through issues that it prefers the media ignore.  By signing the declaration, the Obama administration has implemented without congressional approval a key initiative President Bush began under the Security and Prosperity Partnership of North America, moving the United States and Canada beyond the North American Free Trade Agreement, commonly known as NAFTA, toward a developing North American Union regional government.

 

     The declaration signed by the two heads of state and titled "Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness," was described as "For Immediate Release" on the websites of the White House and the Canadian chief executive. Harper followed Obama's lead in signing the declaration as a form of executive order, deciding to bypass the Canadian parliament, much as Obama had decided against taking a proposed bilateral "Beyond the Border" declaration to Congress for prior review and approval. Stealth implementation of a 'continental perimeter' "To preserve and extend the benefits …our close relationship has helped bring to Americans and Canadians alike, we intend to pursue a perimeter approach to security, working together within, at, and away from the borders of our two countries to enhance our security and accelerate the legitimate flow of people, goods, and services between our two countries," the declaration announced in the preamble. The decision to declare a continental perimeter for the United States and Canada, designed to effectively combine the two nations in mutual national security and economic efforts, affirms the Obama administration's intent to implement the key objectives of the Security and Prosperity Partnership of North American in a way that avoids the type of public scrutiny and criticism that dogged President George W. Bush after he openly declared his plans with the SPP.

 

     The Obama and Harper administrations' use of a low-key methodology to pursue continental political integration was further confirmed last week in Canada by the Toronto Star. The paper disclosed a 14-page confidential public relations document circulated within the Canadian government that recommended the talks between Obama and Harper keep "a low profile" in the months leading to last Friday's signing of the bilateral declaration.  WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations titled "Building a North America Community" called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America. American University's Robert Pastor, co-chair of the CRF blue ribbon committee that authored "Building a North American Community,"  wrote in 2001 the book "Toward a North American Community." He called for creation of a North American Commission, a North American Parliament and a North American Court on Trade and Investment.

 

     The language of the "Beyond the Border Declaration" easily could have been taken almost verbatim from the CFR report or Pastor' book. The 2005 CFR report "Building a North American Community," called on page xvii of the foreword for the "establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter." The U.S.-Canadian 'Beyond the Border Working Group' The Beyond the Border Declaration signed by Obama and Harper also created a new Beyond the Border Working Group, designated by the acronym BBWG, composed of representatives from "the appropriate departments and offices of our respective federal governments." The BBWG is tasked with developing a "Plan of Action" to realize the goals of the declaration and to report annually to the "Leaders," the president of the United States and the prime minister of Canada. The declaration focused on four areas of joint U.S.-Canadian bilateral action, supposedly the content areas of the BBWG action plan:

 

   -The joint early assessment and management of security threats "including natural disasters and man-made disasters, including terrorism";

 

 -The joint facilitation of trade, economic growth and jobs, "including expanding trusted traveler and trusted trader programs, harmonizing existing programs, and automating processes at the land border to increase efficiency";

 

 -Integrated U.S.-Canadian cross-border law enforcement to combat transnational crime; and

 

 -Coordinated U.S.-Canadian efforts to develop critical infrastructure and provide cyber-security, working together "to defend and protect our use of air, land, sea, space, and cyberspace, and enhance the security of our integrated transportation and communications networks."

 

     Under the Bush administration's Security and Prosperity Partnership for North America, or SPP, the U.S., Mexico and Canada organized some 20 different "shadow government" bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups spanned a wide range of policy areas, from e-commerce, to aviation policy, to borders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health, and financial services. The creation of the Beyond the Border Working Group strongly suggests that U.S-Canadian bureaucratic integration begun by Bush within SPP is proceeding under the Obama administration, even though the SPP officially has been replaced by a new trilateral structure that includes Mexico called "The North American Leaders Forum." SPP goes underground with Obama  WND previously reported that the Obama administration replaced the content of the SPP website, spp.gov, under the title "Commerce Connect," which announces its purpose as "a one-stop shop for information, counseling and government services that can help U.S. businesses around the country transform themselves into globally competitive enterprises."  Now, the Obama administration has made the spp.gov website totally inoperative.

 

     WND reported in September 2009 that the Obama administration has "rebranded" and "refocused" the SPP to advance the Bush administration's agenda of North American integration under the rubric of the "North American Leaders Summit," a less controversial banner, according to confidential sources in the U.S. Department of Commerce and State Department who agreed to speak with WND only if their names were kept off the record.  In September 2009, sources confirmed to WND that the SPP was being directed from within the White House, as reflected by a new blog posted on the White House website entitled "The North American Leaders Summit" that is intended to replace spp.gov as the official website documenting trilateral government activities going forward under the rebranded name. Currently, the White House blog for the North American Leaders Summit contains content that appears not to have changed since the site first appeared, sometime around September 2009.  Only the Canadian government website today continues to archive the security agenda, the prosperity agenda, trilateral meeting summaries going back to 2007, and key SPP reports and documents – all content that has been scrubbed from current U.S. government websites.

 

     Obama advances the North American Union agenda. WND frequently has reported, beginning in 2006, that critics have charged the SPP was intended to implement a plan to produce a North American Union, or NAU, composed of the United States, Mexico and Canada. The SPP in the administration of President George W. Bush appeared designed to replicate the steps taken in Europe over a 50-year period following the end of World War II to transform an economic agreement under the European Common Market into a full-fledged regional government, operating as the European Union, with its own currency, the euro, functioning as the sole legitimate currency in what has become known as "the eurozone."  The concern under the SPP has been that the North American Free Trade Agreement, or NAFTA, could be evolved into a regional government, the North American Union, with a regional currency, the amero, designed to replace the U.S. dollar, the Mexican peso and the Canadian dollar.  WND repeatedly had reported that the North American integration plan likely would proceed incrementally under the Obama administration, largely below the radar, even after the SPP was declared "dead" by one of its chief architects, Pastor.

 

      WND documented that on Nov. 30, DHS Secretary Janet Napolitano signed a "Trusted Traveler" agreement with Mexico, thereby implementing a primary objective of the SPP Transportation Policy working group under President Bush. The agreement opens the U.S. border to approximately 84 million Mexican citizens by issuing biometric "Trusted Traveler" cards that Mexicans entering the U.S. can swipe through ATM-like "Global Entry" kiosks at some 20 international airports in the United States. WND also reported that the U.S. State Department is moving to expand the definition of a "North American perimeter" to define a continental border around the United States that would include Mexico as well as Canada. The relevant document with Mexico is a March 23 State Department memo titled "United States-Mexico Partnership: A New Border Vision."  The document that appears to be a companion document to the Beyond the Border Declaration signed Obama signed with Harper on Feb. 4.

     Canada and the United States are staunch allies, vital economic partners, and steadfast friends. We share common values, deep links among our citizens, and deeply rooted ties. The extensive mobility of people, goods, capital, and information between our two countries has helped ensure that our societies remain open, democratic, and prosperous. To preserve and extend the benefits our close relationship has helped bring to Canadians and Americans alike, we intend to pursue a perimeter approach to security, working together within, at, and away from the borders of our two countries to enhance our security and accelerate the legitimate flow of people, goods, and services between our two countries.

 

     We intend to do so in partnership, and in ways that support economic competitiveness, job creation, and prosperity. We have advanced our prosperity through the Canada-U.S. Free Trade Agreement and the North American Free Trade Agreement. Over $250 billion of direct investment by each country in the other, and bilateral trade of more than half-a-trillion dollars a year in goods and services create and sustain millions of jobs in both our countries. At the Canada-U.S. border, nearly one million dollars in goods and services cross every minute, as well as 300,000 people every day, who cross for business, pleasure, or to maintain family ties.

 

     Canada and the United States share a long history of cooperation in defending our values and freedoms. We stand together to confront threats to our collective security as partners in the North Atlantic Treaty Organization. We work shoulder-to-shoulder in the defence of both our nations through the North American Aerospace Defence Command (NORAD). We share responsibility for the safety, security, and resilience of Canada and of the United States in an increasingly integrated and globalized world. We intend to address security threats at the earliest point possible in a manner that respects privacy, civil liberties, and human rights.

 

 

I. Principles

 

     We intend to work together in cooperation and partnership to develop, implement, manage, and monitor security initiatives, standards, and practices to fulfill our vision. We recognize that our efforts should accelerate job creation and economic growth through trade facilitation at our borders and contribute directly to the economic security and well-being of both Canada and the United States.

 

     We intend to strengthen our resilience – our ability to mitigate, respond to, and recover from disruptions. Success depends on readiness at all levels of our governments, within our communities, and among private sector owners and operators of our infrastructure, systems, and networks. We rely on secure communications and transportation networks, including our civil aviation system, and we intend to work together to make them resilient enough to continue operating in the face of a natural disaster or attack.

 

     We expect to use a risk management approach where compatible, interoperable, and – where possible – joint measures and technology should proportionately and effectively address the threats we share. Effective risk management should enable us to accelerate legitimate flows of people and goods into Canada and the United States and across our common border, while enhancing the physical security and economic competitiveness of our countries.

 

     We build on the efforts of many partners – from police and other emergency workers to our armed forces – who continue to safeguard us from the complex threats we face.

 

     We also recognize that cooperation across air, land, and maritime domains, as well as in space and cyberspace, our enduring bi-national defence relationship, and military support for civilian authorities engaged in disaster response efforts and critical infrastructure protection, have all contributed significantly to the security of our populations.

 

     We recognize that greater sharing of information will strengthen our ability to achieve the goals of this vision.

 

     We intend to work together to engage with all levels of government and with communities, non-governmental organizations, and the private sector, as well as with our citizens, on innovative approaches to security and competitiveness.

 

     We value and respect our separate constitutional and legal frameworks that protect privacy, civil liberties, and human rights and provide for appropriate recourse and redress.

 

We recognize the sovereign right of each country to act independently in its own interest and in accordance with its laws.

 

     We expect to work together with third countries and with international organizations, and intend to facilitate security sector reform and capacity building around the globe, to enhance standards that contribute to our overall security.

 

 

Key Areas of Cooperation

 

     Addressing Threats Early: Collaborating to address threats before they reach our shores, we expect to develop a common understanding of the threat environment through improved intelligence and information sharing, as well as joint threat assessments to support informed risk management decisions. We intend to develop an integrated strategy that would enable us to meet the threats and hazards that both our nations face, including natural disasters and man-made threats, including terrorism. We expect to continue strengthening our health security partnership, through existing mechanisms for cooperation on health emergencies, and by further enhancing our collective preparedness and response capacity to a range of health security threats, including influenza pandemics.

 

     We intend to work together to uncover and disrupt threats that endanger the security of both Canada and the United States and to establish those agreements or policies necessary to ensure timely sharing of information for combined efforts to counter the threats. We intend to ensure we have the ability to support one another as we prepare for, withstand, and rapidly recover from disruptions. We intend to make the Agreement Between the Government of Canada and the Government of the United States of America on Emergency Management Cooperation, updated in 2008, a cornerstone of these efforts.

 

     To increase security, counter fraud, and improve efficiency, we intend to work together to establish and verify the identities of travellers and conduct screening at the earliest possible opportunity. We intend to work toward common technical standards for the collection, transmission, and matching of biometrics that enable the sharing of information on travellers in real time. This collaboration should facilitate combined Canadian and United States screening efforts and strengthen methods of threat notification. In order to promote mobility between our two countries, we expect to work towards an integrated Canada-United States entry-exit system, including work towards the exchange of relevant entry information in the land environment so that documented entry into one country serves to verify exit from the other country.

 

     We intend to cooperate to identify, prevent, and counter violent extremism in our two countries. By working cooperatively on research, sharing best practices, and emphasizing community-based and community-driven efforts, we will have a better understanding of this threat and an increased ability to address it effectively. We intend to formulate jointly Canada-United States privacy protection principles that should inform and guide our work in relation to facilities, operations, programs, and other initiatives contemplated by this Declaration. We intend to work together to promote the principles of human rights, privacy, and civil liberties as essential to the rule of law and effective management of our perimeter.

 

 

Trade Facilitation, Economic Growth, and Jobs

 

     We intend to pursue creative and effective solutions to manage the flow of traffic between Canada and the United States. We will focus investment in modern infrastructure and technology at our busiest land ports of entry, which are essential to our economic well-being.

 

     We will strive to ensure that our border crossings have the capacity to support the volume of commercial and passenger traffic inherent to economic growth and job creation on both sides of the border. To enhance our risk management practices, we intend to continue planning together, organizing bi-national port of entry committees to coordinate planning and funding, building, expanding or modernizing shared border management facilities and border infrastructure where appropriate, and using information technology solutions.

 

     We intend to look for opportunities to integrate our efforts and where practicable, to work together to develop joint facilities and programs – within and beyond Canada and the United States – to increase efficiency and effectiveness for both security and trade.

 

     We aim to build on the success of current joint programs by expanding trusted traveller and trader programs, harmonizing existing programs, and automating processes at the land border to increase efficiency.

 

     We will look for ways to reduce the cost of conducting legitimate business across the border by implementing, where practicable, common practices and streamlined procedures for customs processing and regulatory compliance.

 

     We intend to work towards developing an integrated cargo security strategy that ensures compatible screening methods for goods and cargo before they depart foreign ports bound for Canada or the United States, so that once they enter the territory of either we can, together, accelerate subsequent crossings at land ports of entry between our two countries.

 

     We recognize the importance of the Canada-U.S. Framework for the movement of Goods and People across the Border During and Following an Emergency, agreed to in 2009. It underscores the importance of coordinated, cooperative, and timely border management decision making to mitigate the impacts of disruptions on our citizens and economies.

 

 

Integrated Cross-border Law Enforcement

 

     We intend to build on existing bilateral law enforcement programs to develop the next generation of integrated cross-border law enforcement operations that leverage cross-designated officers and resources to jointly identify, assess, and interdict persons and organizations involved in transnational crime.

 

     We intend to seek further opportunities to pursue national security and transnational crime investigations together to maximize our ability to tackle the serious security threats that these organizations and individuals present.

 

     We intend to improve the sharing among our law enforcement agencies of relevant information to better identify serious offenders and violent criminals on both sides of the border.

 

 

Critical Infrastructure and Cybersecurity

 

     We intend to work together to prevent, respond to, and recover from physical and cyber disruptions of critical infrastructure and to implement a comprehensive cross-border approach to strengthen the resilience of our critical and cyber infrastructure with strong cross-border engagement. Canada and the United States benefit from shared critical and cyber infrastructure. Our countries intend to strengthen cybersecurity to protect vital government and critical digital infrastructure of national importance, and to make cyberspace safer for all our citizens. We intend to work together to defend and protect our use of air, land, sea, space, and cyberspace, and enhance the security of our integrated transportation and communications networks.

 

 

II. Implementation and Oversight

 

     Canada and the United States intend to establish a Beyond the Border Working Group (BBWG) composed of representatives from the appropriate departments and offices of our respective federal governments. Responsibility for ensuring inter-agency coordination will rest with the Prime Minister and the President and their respective officials. We intend for the BBWG to report to their respective Leaders in the coming months, and after a period of consultation, with a joint Plan of Action to realize the goals of this declaration, that would, where appropriate, rely upon existing bilateral border-related groups, for implementation. The BBWG will report on the implementation of this declaration to Leaders on an annual basis. The mandate of the BBWG will be reviewed after three years.

     NAFTA was sold to the American public as a brilliant economic plan. Very few people realize that they have just witnessed Biblical prophecy occurring before their unsuspecting eye. "Executive approval: Survey of American, Mexican, and Canadian executives show they feel the North American Free Trade Agreement has been successful in improving trade and logistics. CEO's and other senior executives at 250 U.S., Canadian, and Mexican companies see far more positives than negatives to the two-year old North American Free Trade Agreement (NAFTA)." {Industry Week, April 1, 1996, V245, N. 7, page 48}.      Daniel 7:7-8, remembering that Daniel is talking here of the End of the Age. Consider the Scripture: "After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly ...and it had 10 horns. I considered the horns and, behold, there came up among them another little horn, before whom there were three of the first plucked up by the roots..." These 10 horns are further explained in Daniel 2:41 and Revelation 17:12.

 

     These prophecies are quite clear in predicting that the world in the last days of time, during the Great Tribulation will be reorganized into 10 Super Nation States, or 10 Regions. This is a shocking revelation, since the world has been controlled by individual sovereign nations since the Tower of Babel 5,000 years ago. Today, there are over 170 sovereign nations in the world today. A new governmental structure is being silently erected over these 170+ sovereign nations. Before our very eyes, a new government is being erected; this plan, originally published in 1974 in "Mankind At The Turning Point," is being implemented. And when it is finally implemented, it will fulfill this Biblical prophecy of 10 Nations at the End of the Age.

 

     The North American Union (NAU) is not simply an economic super nation; rather, it is one of the ten kingdoms of the anti-Christ.  In the 20th Century, nearly every President, both Democratic and Republican, has secretly supported the Plan for The New World Order. It has not mattered whom we have elected, because both political parties are united in this drive to accomplish this Plan. Generally, Republican Presidents have concentrated on changes in the Foreign Policy field, while Democratic Presidents have concentrated on the needed changes in Domestic Policy. But, whether we have a Republican or Democratic President, the New World Order Plan continues unabated. NAFTA is one example of a Foreign Policy change initiated by a Republican President and continued by a Democratic President.

 

     Consider how privileged you have been to have seen fulfillment of Biblical prophecy that is 2,500 years old, fulfilled before your eyes, even though you had no idea at the time the significance of what was happening. This is but one example of Biblical prophecy being fulfilled by this Plan for the New World Order. Biblical prophecy states, in Revelation 17:12, that this reorganization will occur as the result of a conspiracy amongst the 10 rulers, for the express purpose of handing their newly acquired authority over to the Antichrist. Consider the exact wording, "And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast (Antichrist is the "beast"). These [rulers] have one common policy and they deliver their power and authority to the beast."

 

     So, the Bible states that the one purpose of reorganizing the world into 10 Super Nations is to hand their authority over to the Antichrist. And, what does the New World Order Plan state is their purpose in achieving this New World Order? To deliver their authority to The New Age Christ, whom many authors call "Maitreya The Christ" ("The Reappearance Of The Christ", Alice A. Bailey, Lucis Press, New York, 1948, p. 5-35; also "The Externalisation Of The Hierarchy", Alice A. Bailey, Lucis Press, 1957, p. 556-557; also "Revelation: The Birth Of The New Age," David Spangler, The Rainbow Bridge Publishers, San Francisco, 1976, p. 156-157). But, other writers are so bold as to call him "Antichrist." Can you imagine that these authors should be so bold as to call their Superman, Antichrist? But, they do, and often. ("The Armageddon Script," Peter Lemesurier, St. Martin's Press, New York, 1981, p. 239-241; also, "Herald Of The New Age," Ruth Montgomery, Fawcett Crest, New York, 1986, p. 200-201).

 

     You cannot ignore the existence of this huge body of writings, which plan in such detail as to how to reorganize the world so the Christ, or Antichrist, can appear to take control. The last man to arise to power, thinking he was the Antichrist, was Adolf Hitler. Hitler's vision of the world was that Germany would forcibly unite the world under his leadership; and, just as Jesus Christ will rule for 1,000 years, so Hitler had his counterfeit plan, which he called the 1,000-year Reich. And, Hitler called his plan, The New World Order.

 

     The one key point I wish to make is that this prophecy in Daniel 7:7-8, is that it declares that, once the 10 Nations have arisen, Antichrist will appear. Consider the Scripture again: "After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly ...and it had 10 horns. I considered the horns and, behold, there came up among them another little horn... "The Antichrist is called "another little horn" in this Scripture. The next prophetic event after the formation of the 10 Super Nations is the appearance of the Antichrist!! Please understand that this formation of all the world's nations into only 10 Super Nations is unprecedented in all of world history.

 

     Never before has it happened, and it has occurred only after Israel came back to her land as a nation. And, this prophecy fulfillment has occurred along with dozens of End Time prophecies, all occurring together!! This is our key point: all these prophecies are uniquely happening only today, after Israel became a nation again. Never before has the world seen such a unique convergence of prophetic events.

 

     Immediately after the Antichrist arises, three of the original 10 Super Nations are utterly destroyed. End of the Age accounts in Joel, chapters 2-3, and Revelation 18, speak of such national destruction, accompanied by huge columns of smoke and fire, where the entire nation is destroyed in one hour! Yet, this all-out war is preceded by constant promises of global "Peace and Safety." If you have been following the rhetoric accompanying discussions of this New World Order, you know that its advocates have been promoting it as the only way to achieve global "Peace and Safety."

 

     Again, prophetic Scripture is right on target. In Daniel 8:25, the Bible prophecies that "by peace [he] shall destroy many." This reorganization of the world's many nations into only 10 uniquely fulfills Biblical prophecy. The next prophetic event is the staged appearance of Antichrist, followed by all-out war in which 3 of the original 10 Super Nations are absolutely destroyed. Now, do you realize the exciting importance of NAFTA and NAU? It is a nation in the 10 Nation Reorganization Plan!

 

     The Bible is very clear that, when the prophetic countdown begins -- when Israel is restored to her land -- all these events will come to pass. There is nothing that anyone can do to prevent it, either by education or by force of arms. The only preparation you can have is to be in right standing with Jesus Christ, by being Born Again.

 

And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; buy receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast.
