Welcome From the Chair: It is with pleasure that I welcome you to the 32nd Session of the World Heritage Committee which will take place from 2 to 10 July 2008 in Quebec City, Canada. The World Heritage Convention is perhaps the most widely recognized and effective conservation instrument in the world, mobilizing a global movement for the protection of the shared heritage of humanity. Since its adoption in 1972, the Convention has encouraged intercultural dialogue and unprecedented levels of international co-operation. When we take our places during Committee sessions as representatives from different regions of the world, we celebrate our diverse cultures and work towards the collective good, the protection of the world's cultural and natural heritage. World Heritage Sites that are protected and shared with others can promote an understanding of the diversity of the world's cultures and ecosystems. They can also be a vital force in contributing to the sustainability and well-being of our communities.

The Convention Concerning the Protection of the World Cultural and Natural Heritage is an international agreement that was adopted by the General Conference of UNESCO in 1972. It is based on the premise that certain places on Earth are of outstanding universal value and should therefore form part of the common heritage of mankind. The countries who ratify the Convention (States Parties) have become part of an international community, united in a common mission to identify and safeguard our world's most outstanding natural and cultural heritage. While fully respecting the national sovereignty (the UN can and will invade any national sovereignty deemed necessary to "protect" their peace and property), and without prejudice (true, they do not care if it is a super-power or third world nation) to property rights provided by national legislation, the States Parties recognize that the protection of the World Heritage is the duty of the international community as a whole.

In 1996, IUCN's Natural Heritage Programme initiated a series of global overviews on various subjects that would eventually constitute a global strategy for natural World Heritage sites. These overviews are designed to review the current state of the World Heritage natural site "system" as it has evolved since the Convention came into force in 1975. The compilation of these overviews is meant to provide a global perspective on the natural World Heritage site coverage of the various biomes of the world (forests, marine, wetlands, mountains, grasslands, etc.) as well as geological features, biodiversity and management issues. Close cooperation was required with the World Conservation Monitoring Centre (WCMC) where the main database on protected areas and biodiversity is held.

A long term assessment of the contribution of protected areas to conservation and development goals:
UNEP-WCMC has developed a project concept, named ‘Vision 2020’, whose aim is to establish a process for the periodic assessment of the biodiversity value, management effectiveness and human impact of a subset of the World’s protected areas, so as to improve our understanding of the role of protected areas in conservation and development processes and how this is evolving over time.
* Identification of protected areas to be included: As it would clearly be impractical to carry out this project on all the 100,000 and more Protected Areas currently included in the World Database of Protected Areas, it is expected that the project will be carried out on a sample of the World’s protected areas, to be chosen during the initial phase of the project.
* Ecological integrity of the identified protected areas: It is anticipated that the project will adopt a methodology developed by Parks Canada for assessing the ecological integrity of Canada’s national parks, and adapt it for use in a broad range of protected areas types from around the world.
* Management effectiveness of the identified protected areas: The IUCN World Commission on Protected Areas has recently developed a framework for assessing protected area management effectiveness. It is expected that the project will take on and further promote these methodologies.
* Human impact of the identified protected areas: The preliminary work carried out to develop this project concept has not identified any clear methodology to assess the human impacts of protected areas. As a consequence, significant further work will be required in this area. Issues to address potentially include local livelihoods, poverty indicators and indexes, poverty mapping, and so on.
This project will be carried out with a range of partner organizations, including IUCN World Commission on Protected Areas, IUCN Conservation for Poverty Reduction Initiative and the UNEP, FAO, CGIAR initiative on poverty mapping. More partners will be identified during the initial development phase of the project.

The IUCN Environmental Law Centre (ELC) held a well attended side-event on “Protected areas: the critical role of law” during the first week of COP 9. The event aimed at presenting a project initiated by the ELC to develop guidelines for protected areas (PAs) legislation. Participants have shown great interest in the project, welcoming the initiative and drawing attention to a number of key questions which they expected the Guidelines to address. The aim of the Guidelines is to document the key elements of a modern and effective legal framework, attuned to the present role and corresponding diversification of protected areas, as well as the emergence of new scientific understanding about protected areas management and the emergence of new governance approaches. The methodology is to anchor this work in practice, making the Guidelines the result of co-operation between protected area (PA) legal and management experts. Various case studies will illustrate as many aspects of the Guidelines as possible, covering not only terrestrial, but also marine PAs within national jurisdiction, as well as community-conserved, private and trans-boundary governance challenges.
Conclusion
Do you see how it works now? The UN lays claim to World Heritage sites. Most of these sites will be protected areas that are in danger of becoming ruined through human activity. The UN Environmental Programme will seek stronger laws to “protect” these areas. "Many aspects of these new 'Guidelines' cover not only terrestrial, but also marine protected areas within national jurisdiction, as well as community-conserved, private (your backyard) and trans-boundary governance challenges (it will be challenging to take land away from Americans so they must take away their guns first). In order for the UN to protect these areas they must station UN police forces in and around these protected areas for their own good. The UN will divide up the globe into 10 federations (EU, North American Union, South American Union, African Union, etc.). These areas will be protected with UN troops in most districts to preserve environmental areas from human activity. Since the UN troops will be stationed on all parts of the globe they are in place to be used by the Anti-Christ to enforce his policies. Hosted UN bases in the United States training foreign troops will “keep the peace” and protect the “world’s endangered” places which belong to the global community, not to sovereign nations or your own household.
And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
