DEBKAfile’s military sources report that Israel has placed its military and air forces on its northern borders on high alert after Iran and Syria ignored Jerusalem’s warning, relayed to Washington, that the continued presence of Iranian, Syrian, and Hizballah officers on the strategic Lebanese Sannine peak may spark a military clash. Monday, July 14, two days ahead of the prisoner swap with Hizballah, Israel’s army spokesmen disclosed that Iranian officers had assumed command of Hizballah’s fighting units. Our military sources report that the disclosure, which further fueled the cross-border tension, referred to the Iranian officers in command of Hizballah teams atop the 7,800-foot Mt. Sannine peak, whence they can monitor and menace US Sixth Fleet movements in the eastern Mediterranean and Israeli Air Force flights. Iranian officers have also been attached to Hizballah’s anti-air, surface, and shore-to-ship missile units across Lebanon.
All Israel’s military, police and security contingents are also on the ready in case of trouble flaring immediately after Israel and Hizballah exchange prisoners Wednesday. They estimate that once the exchange is out of the way, Hizballah will unleash a cross-border assault and terrorist action inside Israel, its promised revenge for the killing of their military commander Imad Mughniyeh in Damascus last February for which they blame Israel. Israel’s restraint against Hamas’ missiles campaign from Gaza, despite repeated threats, has left Hizballah and Tehran unmoved by its warning on Lebanon. The electrical vibes on the Israel-Lebanese border have not reached Paris or impacted President Nicolas Sarkozy’s drive, encouraged by the Bush administration, to end Bashar Assad’s international isolation and so cut him away from his alliance with Iran and ties with Hizballah. The very opposite process is racing fast forward in the Middle East. In Lebanon, Syria and Iran are operating in close sync to carve Lebanon up between them and seize strategic locations - fully exploiting the willful blindness of Paris and Washington.

DEBKAfile’s counter-terror sources report that Hamas media Wednesday night broadcast a call to all Palestinian organizations to enlist for an all-out terrorist offensive against Israeli military and civilian targets on the West Bank. The immediate response was a bombing attack on an IDF vehicle on Route 60 south of the West Bank town of Hebron. No one was hurt. Our sources add that Hamas is not threatening to end the Gaza truce. Its West Bank terror offensive was announced to counter the IDF’s crackdown for the past week on its burgeoning presence on the West Bank by shutting down its institutions and sources of funding. The last straw for the Islamist Palestinian group was Israel’s military raid Tuesday of the Beit al Mal business mall in Nablus. The soldiers shut the center down for business, along with Hamas-owned bakeries and other profitable concerns.
DEBKAfile’s Middle East sources report that in Cairo, the talks Egyptian intelligence minister Gen. Omar Suleiman has been holding with Hamas leaders from Damascus and Gaza have reached an impasse over scaled up Hamas demands of Egypt and Israel:
1. Egypt must pledge the immediate reopening of the Rafah border terminal twice or three times a week without waiting for Israel to concur as required by international accords.
2. Israel must allow twenty times the present tonnage of goods to transit the Sufa and Nahal Oz crossings into Gaza
3. Israel must transfer to Hamas in Gaza the share of customs duties due to the Gaza Strip (proportionate to its population), which are deducted on incoming Palestinian commodities, instead of handing the entire sum to the Palestinian Authority in Ramallah.
Their leaders do not threaten outright to end the informal truce in Gaza, but they are avoiding discussing the fate of the Israeli soldier Hamas kidnapped more than two years ago.

Lebanese newspaper Al- Safir reported Monday that the prisoner exchange deal between Israel and Hizbullah will take place on Wednesday, at 9 am at the Nakura crossing, located north of Rosh Hanikra. German mediator Gerhard Konrad is expected to be present during the exchange. Government sources estimate cabinet to approve prisoner swap deal with Hizbullah securing release of kidnapped soldiers Regev and Goldwasser, despite Lebanese organization's failure to provide sufficient information on missing navigator's fate. According to the report, Hizbullah has dubbed the exchange Operation Raduan, in honor of its senior operative Imad Mugniyah, who was nicknamed Sheik Raduan. Mugniyah was assassinated in Damascus in February. The Shiite group has blamed Israel for his death.
Hizbullah is expected to hold a rally in the Dahiya quarter in south Beirut Wednesday afternoon to welcome the released Lebanese prisoners. In the first stage of the exchange, the remains of some 200 slain Lebanese gunmen will be transferred to Lebanon via the Nakura crossing. In the second phase, the five Lebanese prisoners, headed by Kuntar, will also pass through Nakura and then be flown by a Lebanese military helicopter to the international airport in Beirut, where a ceremony will be held with the participation of senior government officials. The ceremony at the airport will be followed by a mass rally in Dahiya, during which Hizbullah chief Hassan Nasrallah is expected to speak and disclose additional details on the July 12, 2006 operation in which Golwasser and Regev were captured.
Al-Safir quoted diplomatic sources in Beirut as saying that Hizbullah has received Israel's report on the four Iranian diplomats who went missing in 1982. UNIFIL officers and eyewitness told the Lebanese daily that Hizbullah gunmen in civilian clothing have arrived at the border area to coordinate the prisoner swap. The swap deal was approved by the government in principle about two weeks ago, under the condition that Hizbullah submits the report on Arad. The Israel Prison Service on Sunday published a list containing the names of the Lebanese prisoners currently behind bars in Israel, who are to be released over the next few days as part of the prisoner swap deal with Hizbullah. The list appears on the service's website.
