…It's a pleasure for me to be here. Both Senator Nunn and Senator Lugar

are close friends, and I look forward to, I think, a very productive

seminar. Once again demonstrating that although Senator Nunn has left

public service in the Senate, he has not left public service as far as

the nation is concerned. It's a pleasure for me to be here, Sam.

...Let me ask if there are any questions for Secretary of Defense

Cohen.

 

Q: Let me ask you specifically about last week's scare here in

Washington, and what we might have learned from how prepared we are to

deal with that... (April 24, 1997: Fake Anthrax Received at B’nai B’rith

 DC Headquarters).

 

A: Well, it points out the nature of the threat. It turned out to be a

false threat under the circumstances. But as we've learned in the

intelligence community, we had something called -- and we have James

Woolsey here to perhaps even address this question about phantom

moles. The mere fear that there is a mole within an agency can set off

a chain reaction and a hunt for that particular mole which can

paralyze the agency for weeks and months and years even, in a search.

The same thing is true about just the false scare of a threat of using

some kind of a chemical weapon or a biological one.

     There are some reports, for example, that some countries have been

trying to construct something like an Ebola Virus, and that would be a

very dangerous phenomenon, to say the least. Alvin Toeffler has written

about this in terms of some scientists in their laboratories trying to

devise certain types of pathogens that would be ethnic-specific so

that they could just eliminate certain ethnic groups and races; and

others are designing some sort of engineering, some sort of insects

that can destroy specific crops. Others are engaging even in an

eco-type of terrorism whereby they can alter the climate, set off

earthquakes, volcanoes remotely through the use of electromagnetic

waves.

     So there are plenty of ingenious minds out there that are at work

finding ways in which they can wreak terror upon other nations. It's

real, and that's the reason why we have to intensify our efforts, and

that's why this is so important.

Then Satan answered the LORD, and said, Doth Job fear God for nought? Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land. But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face.  And the LORD said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD (Job 1:9-12).

While he was yet speaking, there came also another, and said, Thy sons and thy daughters were eating and drinking wine in their eldest brother's house: And, behold, there came a great wind from the wilderness, and smote the four corners of the house, and it fell upon the young men, and they are dead; and I only am escaped alone to tell thee. Then Job arose, and rent his mantle, and shaved his head, and fell down upon the ground, and worshipped, And said, Naked came I out of my mother's womb, and naked shall I return thither: the LORD gave, and the LORD hath taken away; blessed be the name of the LORD. In all this Job sinned not, nor charged God foolishly (Job 1:18-22).

     The lesson learned is God will give the devil power over nature when God wills; to accomplish the Lord's will. The Lord is over all and the Creator of heaven and earth. The Lord can and will, start and  stop the devil and man from modifying the weather when the Lord deems it necessary to intervene in the wicked weather. For example, God could have stopped Hurricane Katrina. Why did God not stop her? The answer is when a nation turns against God and trusts in her false gods then God will tell that wicked nation to trust in their false gods to stop the destruction (which will not happen since false gods can save no one). If a city, state, or nation turns from their wicked ways and calls upon God to save them from terror and destruction then God will help.

     The Wall Street Journal, on October 2, 1992, reported that a Russian company called "Elate Intelligent Technologies, Inc.," sells weather control equipment by using the advertising slogan, "Weather Made to Order." This motto is even on their business cards. The commercial Director of Elate, Igor Pirogoff, stated that "Elate is capable of fine-tuning the weather patterns over a 200 square mile area for as little as $200 U.S. per day." This Wall Street Journal article also quoted Mr. Pirogoff as saying that Hurricane Andrew could have been decreased "into a wimpy little squall."

     NEWS BRIEF: "Malaysia to Battle Smog With Cyclones," by Chen May Yee, Staff Reporter of the Wall Street Journal, Thursday, November 13, 1997, page A19. "KULA LUMPUR -- Malaysia's war on smog is about to get a new twist. The government wants to create man-made cyclones to scrub away the haze that has plagued Malaysia since July. 'We will use special technology to create an artificial cyclone to clean the air,' said Datuk Law Hieng Ding, minister for science, technology and the environment. The plan calls for the use of new Russian technology to create cyclones -- the giant storms also known as typhoons and hurricanes -- to cause torrential rains, washing the smoke out of the air. The Malaysian cabinet and the finance minister have approved the plan, Datuk Law said. A Malaysian company, BioCure Sdn. Bhd., will sign a memorandum of understanding soon with a government-owned Russian party to produce the cyclone. "Datuk Law declined to disclose the size of the cyclone to be generated, or the mechanism. 'The details I don't have', he said. He did say, though, that the cyclone generated would be 'quite strong.' Datuk Law also declined to disclose the price of creating the cyclone."

     This article is written by the prestigious Wall Street Journal, and it reports, very matter of factly, that Malaysia is ordering a cyclone just as someone might order some lawn furniture from a catalog. Also learned was the Russians have the capability of creating such a huge storm for a fee. Also unsaid, but inferred, is that this cyclone could be steered or controlled so that it would come close enough to Malaysia to clear away the haze that was bedeviling that nation, but not so close it would cause any damage. Further, the nations close to Malaysia are not quoted as being overly concerned that this most powerful of storms might accidentally hit their shores.

     Malaysia is to try to generate rain using Russian equipment, in an attempt to clear the haze which has covered parts of south-east Asia for the past two months. The Russian machinery has still to be tested, but the Malaysian authorities say it creates high winds, which then produce clouds and rainfall. They say they're confident the artificial cyclones won't damage property or the environment. Russia has agreed to supply the equipment on the understanding that it will only be paid if rain comes.

Haze Clears Over South-East Asia

     The haze is clearing - but it could be back next year. Heavy monsoon rains over south-east Asia have begun to disperse the thick haze which has blanketed the region for the last four months. All of Indonesia's airports are now open and for the first time in weeks the skies over Singapore are blue. Satellite pictures of the area show that the huge forest fires on the Indonesian islands of Borneo and Sumatra, which caused most of the smog, have been largely extinguished. The fires were lit by logging and plantation companies to clear the land for cultivation. The pollution made tens of thousands of people ill, as well as damaging the environment and the tourist industry. But Indonesia may not yet have seen the last of the haze. Reports suggest that it is likely to be back again next year because the government has failed to stop the companies from using fire to clear the land.

Typhoon Openg (Linda)

Duration: October 25—November 9

     Typhoon Openg (Linda), after moving through the Philippines and the South China Sea, hit the Malay Peninsula on November 3. It re-strengthened in the Bay of Bengal, but vertical shear caused Openg (Linda) to dissipate on the 9th. On the 2nd of November, Openg (Linda) hit the southern tip of Vietnam, the Ca Mau province, causing unprecedented havoc with over 435 people reported killed and 3,660 fishermen gone missing. Nearly 80,000 houses are reported as destroyed and almost 140,000 as badly damaged. Infrastructure (roads, schools and hospitals) also suffered heavily and huge swathes of rice paddy were swamped. The hardest hit provinces were Kien Giang, Ca Mau, Bac Lieu, Soc Trang, Tra Vinh, Ben Tre and Vung Tau. It was the worst typhoon to strike the area in 100 years. Elsewhere in Thailand and the Philippines, Openg (Linda) caused further deaths from flooding and heavy damage.

     This new business may have gone awry, quote: "The Russian machinery has still to be tested." The Russian company had been advertising at least since 1992. This typhoon (Openg) took place just before the news articles. They may have delayed the news in order to see how credible or newsworthy the claim may have been. The typhoon only crossed on a small portion of land just north of Kuala Lumpur. Fishermen were missing and deaths occured from flooding and damage. The company may have closed-up shop or agreed to turn over their assets to the Russian government in order not to be held liable. If this is credible no company would survive such liability. Why did the BBC and Wall Street Journal decide to report this news? The story was printed after the facts, after the typhoon actually took place, but written as if the event was about to take place. Their were no more typhoons in that region for the rest of the season.

Required Capability: What Do We Mean by "Weather-modification?"

     The term weather-modification may have negative connotations for many people, civilians and military members alike. It is thus important to define the scope to be considered in this paper so that potential critics or proponents of further research have a common basis for discussion. In the broadest sense, weather-modification can be divided into two major categories: suppression and intensification of weather patterns. In extreme cases, it might involve the creation of completely new weather patterns, attenuation or control of severe storms, or even alteration of global climate on a far-reaching and/or long-lasting scale. In the mildest and least controversial cases it may consist of inducing or suppressing precipitation, clouds, or fog for short times over a small-scale region. Other low-intensity applications might include the alteration and/or use of near space as a medium to enhance communications, disrupt active or passive sensing, or other purposes.

     In conducting the research for this study, the broadest possible interpretation of weather-modification was initially embraced, so that the widest range of opportunities available for our military in 2025 were thoughtfully considered. However, for several reasons described below, this paper focuses primarily on localized and short-term forms of weather-modification and how these could be incorporated into war-fighting capability. The primary areas discussed include generation and dissipation of precipitation, clouds, and fog; modification of localized storm systems; and the use of the ionosphere and near space for space control and communications dominance. These applications are consistent with CJCSI 3810.01, "Meteorological and Oceanographic Operations."

The Science Of Forecasting And Modification

     Researchers at Harvard's Department of Earth and Planetary Sciences have found that increased amounts of ozone interfere with movement of heat from the equator to the poles. That, in turn, shifts the pattern of jet streams that steer the storms around the planet. The ultraviolet radiation and the particles in solar winds alter the balance of energy in the atmosphere, affecting the movement of winds."

     The wind speeds vary according to the temperature gradient, exceeding 92 kilometers per hour, although speeds of over 398 kilometers per hour  have been measured.      The United States has three ionospheric heating facilities: the HAARP, the HIPAS, near Fairbanks, Alaska, and (currently offline for modifications) one at the Arecibo Observatory in Puerto Rico. The European Incoherent Scatter Scientific Association (EISCAT) operates an ionospheric heating facility, capable of transmitting over 1 GW effective radiated power (ERP), near Tromsø in Norway. Russia has the Sura ionospheric heating facility, in Vasilsursk near Nizhniy Novgorod, capable of transmitting 190 MW ERP. As air warms, it expands. The warm air is less dense than the air around it and rises into the atmosphere. Cooler, denser air nearby flows in to take its place. This moving air is what we call wind. It is caused by the uneven heating of the earth’s surface.

     The ozone layer is a layer in Earth's atmosphere which contains relatively high concentrations of ozone (O3). This layer absorbs 93-99% of the sun's high frequency ultraviolet light, which is potentially damaging to life on earth. Over 91% of ozone in earth's atmosphere is present here. "Relatively high" means a few parts per million—much higher than the concentrations in the lower atmosphere but still small compared to the main components of the atmosphere. It is mainly located in the lower portion of the stratosphere from approximately 10 km to 50 km above Earth's surface, though the thickness varies seasonally and geographically. Is the destruction of the ozone layer man-made through radiated waves from earth radiation stations? Can the Russians melt the ice caps to drill for oil? Can the oceans be heated up to provide a typhoon engine power to strengthen? Science says so.

     At the end of summer, the water of the Atlantic Ocean reaches its highest temperature. This causes the ocean’s water to evaporate more than usual, putting more water vapor in the air. Eventually, the water vapor will cool and condense to form clouds. This means that heat is given off in the sky. This occurs over huge area of the ocean, meaning that the sky is being heated more than usual. We know that hot air rises. To a weather scientist, too much hot air is a sign that the sky is unstable. Did you know that an easy way to tell if the air is unstable is to look for tall puffy clouds in the sky? This is often a sign of bad weather. When a storm system enters this heated area, it causes the storm to grow both outwards and up into the sky. The hotter the air gets, the stronger the storm becomes. If the heating continues, a small storm can grow into an extremely powerful hurricane many hundreds of miles wide.
