     Turkish commandoes will train Lebanese troops DEBKAfile quotes senior Israeli military circles as staggered by the discovery that US president Barack Obama had approved a large Turkish arms sale to the Lebanese army, including the services of Turkish military instructors. This was taken as further proof that the US president is deaf to Israel's immediate security concerns. Lebanese president Gen. Michel Suleiman has more than once threatened neighboring Israel. When he signed the arms deal in Ankara Tuesday, April 21, he once again pledged publicly to place the Lebanese army at the disposal of the Shiite terrorist Hizballah in any confrontation with Israel.

 

      If that happened, said one Israeli source, Israel could find itself under attack not just by Hizballah as in the past, but by a Lebanese army, well trained and armed by Turkey. He noted that more than 50 percent of Lebanon's fighting manpower are Shiites loyal to Hizballah. The conviction is growing in Jerusalem that the US president endorsed the transaction as a means of breaking up the long-standing military pact between Israel and Turkey, because it interferes with his Middle East objectives.

 

     Our sources note that neither Washington nor Ankara bothered to inform Israel of the transaction or its scope. After meeting Turkish president Abdullah Gul, Suleiman at the head of a large Lebanese military delegation signed the contracts for the sale and declared with deep satisfaction: "We reviewed the new [US] policies towards the region in the light of President Obama's recent visit to Turkey."

     Turkish tanks head for Syria: The joint Turkish-Syrian tank and armored infantry exercise backed by air power begins across the Turkish-Syrian border Monday, April 27, and lasts three days. DEBKAfile's military sources stress that it is the first joint military maneuver any NATO member, including Turkey, has ever carried out with Syria. It appears to have received a nod from the Obama administration and another first: Never before has an important NATO power staged a joint exercise with any Arab army. Ankara's decision to launch the drill on the day Israeli commemorates its war dead - in league with Iran's leading ally - is a measure of how far Turkey's longstanding strategic pact with the Jewish state has fallen by the wayside of recent changes. Washington's approval underscores its new policy of boosting the strength of the Syrian army as partner in a strong three-way military coalition with Turkey and Lebanon. Ankara made its announcement while US secretary of state Hillary Clinton was on a short visit to Beirut.

 

     It comes only four days after another first US step: Tuesday, April 22, DEBKAfile's exclusive sources reported that the Obama administration had just approved a large Turkish arms sale to the Lebanese army assigning Turkish military instructors to train Lebanese army units (half of whose personnel are Shiites sympathetic to Hizballah.) Neither of the Obama administration's actions took into account Israel's vital security interests; nor was Jerusalem consulted about the strategic changes on its borders - or even informed. DEBKAfile reports that both US drastic policy reverses are causing extreme consternation in Israel's top security echelons, which are criticizing the new Netanyahu government for taking too long to respond to the dire security setbacks piling up around its borders.

 

     The most troubling development confronting Israel in years is the grouping together of the Turkish, Syrian and Lebanese armies. According to the statement from Ankara, the joint exercise "aims to boost friendship, cooperation and trust between Turkish and Syrian land forces and to increase the capability of border troops to train and work together." In recent weeks, too many developments are closing in too fast and too dangerously for Binyamin Netanyahu to put the whole can of worms on hold until he has a chance to figure out his policies and talk to Barack Obama in the coming month. The dynamic on the ground will be in full flight by then. Too late, the Israeli prime minister will find the security situation running out of his control. Turning back the clock will be hopeless and he will find himself fed some unpalatable accomplished facts.

    Middle East policy-making went into high gear in Jerusalem Wednesday, April, 21 as prime minister Binyamin Netanyahu called a special security cabinet session in the morning ahead of Egypt's senior negotiator, intelligence minister Gen. Omar Suleiman's arrival. Suleiman arranged to meet the prime minister, defense minister, foreign minister, opposition leader and president and brought Avigdor Lieberman an invitation to visit Cairo. After exposing Hizballah's Iranian-backed machinations to destabilize the Egyptian government, Cairo finds it is fighting an enemy shared with Jerusalem. The Egyptian visitor and his Israeli hosts therefore sought to define common interests ahead of the separate White House talks Netanyahu, Egyptian president Hosni Mubarak and Palestinian leader Mahmoud Abbas will hold between late May and early June.

 

     Obama announced the invitations after his conversation with visiting King of Jordan, Abdullah II at which, DEBKAfile's exclusive Washington sources disclose, the US president accepted the extended Arab peace plan initiated by Saudi Arabia and reaffirmed at an Arab foreign ministers' conference in Amman this month. He will present this formula to his three Middle East visitors as the starting point for the diplomatic process. Three major flies in Washington's peacemaking ointment are, one, the rival Palestinian Hamas and Fatah factions failed to achieve a power-sharing accord in the negotiations brokered in person by Gen. Suleiman. Mahmoud Abbas therefore represents only one Palestinian faction - and not necessarily the largest one. The rejectionist Hamas and the Gaza Strip would be left out of any peace equation and well-placed to sabotage it. Second, Syria stands opposed to the Arab peace initiative. The Israeli position will be clarified by Netanyahu when he meets the US president in Washington in about a month. He will lay emphasis on Iran's aggressive posture, military nuclear program and sponsorship of rejectionist and terrorist Middle East elements as the major impediment to peace in the region. And, whatever concessions the Israeli prime minister may offer, they will not include acceptance of the 1948 Palestinian refugees or the renunciation of historic Jerusalem to the Palestinian state, both key Arab demands.

 

     The new Arab peace initiative version presented by Abdullah simply spells out some of the provisions of the original text, such the nature of the "normal relations" on offer by Arab governments. This and other gestures would reward Israel for its withdrawal to the pre-1967 war lines, i.e. its pullback from the West Bank, Golan Heights and historic Jerusalem, its acceptance of Palestinian statehood and the return of the refugees to their former homes. The two leaders agreed the document would not be published before Obama presents it to Netanyahu at the White House. He will ask the Israeli prime minister for an immediate answer and urge him to accept the Arab peace plan as the basis of direct negotiations with the Palestinians and Syria in which the United States will be actively engaged. Our sources add that the US president is seriously considering making a televised speech before Netanyahu's arrival to play up the Arab proposals on offer for far-reaching Israeli concessions to the Palestinians and Syria. Before Abdullah left Washington, Obama called on all Middle East parties to start the ball rolling by making sweeping faith-building gestures in the coming months.

     WASHINGTON — In a 2006 speech here, then-Sen. Barack Obama said Jesus' Sermon on the Mount was so "radical" the Defense Department wouldn't survive its application. Earlier this month, the new president suggested the economy couldn't get along without it. In the middle of a nuts-and-bolts speech at Georgetown University on economic policy, Obama overtly cited the sermon's parable of two men, one of whom builds his house on rock, the other on sand. "We cannot rebuild this economy on the same pile of sand," the president said. "We must build our house upon a rock." The reference to Jesus' most famous — and notoriously challenging — sermon quickly drew attention from the media, some of whom labeled the speech "Obama's Economic Sermon on the Mount." Obama has referred to Jesus' mountainside sermon several times in recent years, sometimes using the same two-houses parable to make a point about sound government policy, at other times using the sermon's wider message of tolerance and love to defend his progressive interpretation of Christianity.

 

      For instance, on the campaign trail last March, and in his book "The Audacity of Hope," Obama has cited the sermon to explain his support for same-sex civil unions. "If people find that controversial, then I would just refer them to the Sermon on the Mount, which I think is, in my mind, for my faith, more central than an obscure passage in Romans," Obama said at a campaign event in Ohio when a local pastor asked him how he plans to win evangelical votes when he disagrees with many of them about same-sex unions. In his letter to the Romans, St. Paul condemns homosexual acts as unnatural and "unseemly." With its turn-the-other-cheek vibe, and "blessed are the peacemakers" Beatitudes, the Sermon on the Mount has long been a favorite of progressive Christians, said Timothy Larsen, a professor of Christian thought at Wheaton College, an evangelical school in Illinois.

 

      "It's deeply important to pacifists," such as Anabaptists, said Larsen, who also co-edited the book The Sermon on the Mount Through the Centuries. "It doesn't fit obviously with civil religion. There's lots of uncompromising stuff in there about not retaliating against enemies." Those are likely the passages Obama was referring to when he said in 2006 that the Sermon on the Mount is "so radical that it's doubtful that our own Defense Department would survive its application." Obama was making a larger point during that speech about the folly of using Scripture as an exclusive guide for public policy. But it's equally foolish, he said, for progressives to "scrub language of all religious content." "If we truly hope to speak to people where they're at—to communicate our hopes and values in a way that's relevant to their own — then as progressives, we cannot abandon the field of religious discourse."

 

     That's why Obama was smart to insert a bit of the Bible in an otherwise dry policy speech on the economy earlier this month, said Jacques Berlinerblau, an associate professor at Georgetown University and author of Thumpin' It: The Use and Abuse of the Bible in Today's Presidential Politics. Not only was Obama's Sermon on the Mount reference a nod to Georgetown's Jesuit roots, it also "grounded him in the Christian moral tradition and gave the patina of a Christian-based moral argument to his economic policy," Berlinerblau said. Still, conservative Christians have disparaged Obama's Sermon on the Mount references, accusing him of distorting Jesus' message to sustain his own liberal views. One video that says Obama "mocked and ridiculed" the sermon in his 2006 speech has been viewed more than 4 million times on YouTube.com. Last year, Focus on the Family founder James Dobson reproached Obama for "dragging biblical understanding through the gutter."
