Obama Eyes Global Gun Control And Martial Law, Critics Say

     While most news media outlets and the American people are engulfed in news coverage regarding the economy, the 2010 elections, the Gulf oil spill and other stories, little if any news coverage exists about two major actions being considered by President Barack Obama and progressive lawmakers. First, news of a increased role for the military within the United States is being totally ignored or suger-coated by the media, according to conservative observers. And second, apparently the United States will sign-on to an International Gun Control Plan, backed by Secretary Hillary Clinton.

     Numerous occurrences in the United States -- both scheduled events and emergencies -- require the Department of Defense to coordinate, integrate, and synchronize its homeland defense and civil support missions with a broad range of U.S. federal agencies, according to a congressional report obtained by the National Association of Chiefs of Police. In response to congressional inquiry, the Government Accountability Office examined the extent to which the Defense Department has identified "clearly defined roles and responsibilities for DOD entities to facilitate interagency coordination for homeland defense and civil support missions."

     "In other words, how can the Army or Marines usurp the authority of local police officers and citizen volunteer groups during a so-called emergency," cautions former New York police detective and intelligence officer Sid Franes. "Why would I be surprised? Obama has no regard for Constitutional authority and therefore he'll disregard it's provisions and the subsequent laws such as Posse Comitatus," he added. The report to congress articulated to its federal partners the DOD entities' approach toward interagency coordination, and adopted key practices for managing homeland defense and civil support liaisons.

     The GAO reviewed numerous DOD policy and guidance documents and interviewed officials from DOD and its partner agencies, including the departments of Homeland Security, Justice, Health and Human Services, and Agriculture; and the Office of the Director of National Intelligence. DOD has many strategy, policy, and guidance documents on interagency coordination for its homeland defense and civil support missions; however, DOD entities do not have fully or clearly defined roles and responsibilities, according to the report submitted to the U.S. Congress. Overall, the GAO analysts found:

•      DOD makes great effort to communicate with its federal partners through conferences and other forums and multiple documents, but it lacks a single, readily accessible source for its interagency partners to find needed information about its processes. The 2008 National Defense Strategy notes that a unified "whole-of-government" approach to national security issues requires "that federal partner agencies understand core competencies, roles, and missions, and the National Response Framework highlights the value of using a common concise partner guide for this purpose."

•      DOD's communication approach, however, relies largely on personal relationships that are subject to frequent rotation of both DOD and non-DOD personnel. DOD identified over 30 documents that embody its approach and processes for interagency coordination. A concise and readily accessible partner guide would provide incoming personnel from both DOD and other agencies information that could enhance their mutual understanding and facilitate a unified and institutionalized approach to interagency coordination, stated the report.

•      DOD has taken some actions to adopt key practices for managing homeland defense and civil support liaison personnel, but it has not fully implemented these practices. "Key practices include situational awareness, staffing-needs assessments, position descriptions, training, and performance assessments," wrote the GAO officials. DOD could optimize its use of liaisons if it fully implemented current DOD human capital policies and issued policies and guidance for the remaining key practices, according to GAO officials. Meanwhile, Secretary of State Hillary Clinton is pushing for the United States to become a party to a global gun control law. And President Obama appears to be sympathetic to such an international power-grab.

     Last week, the Obama Administration took its first major step in a plan to ban all firearms in the United States. The Obama Administration intends to force gun control and a complete ban on all weapons for US citizens through the signing of international treaties with foreign nations," according to journalist Joan Sharon. By signing international treaties on gun control, the Obama administration can use the U.S. State Department to bypass the normal legislative process in Congress. Once the U.S. Government signs these international treaties, all US citizens will be subject to those gun laws created by foreign governments. These are laws that have been developed and promoted by organizations such as the United Nations and individuals such as radical billionaire George Soros and New York City Mayor Michael Bloomberg.

     "The laws are designed and intended to lead to the complete ban and confiscation of all firearms," according to Sharon. "The Obama administration is attempting to use tactics and methods of gun control that will inflict major damage to our 2nd Amendment before US citizens even understand what has happened," she added. Critics believe Obama will appear before the public and tell them that he does not intend to pursue any legislation in the United States that will lead to new gun control laws, while cloaked in secrecy, his Secretary of State, Hillary Clinton, is committing the US to international treaties and foreign gun control laws.

     "We will wake up one morning and find that the United States has signed a treaty that prohibits firearm and ammunition manufacturers from selling to the public. We will wake up another morning and find that the US has signed a treaty that prohibits any transfer of firearm ownership. And then, we will wake up yet another morning and find that the US has signed a treaty that requires US citizens to deliver any firearm they own to the local government collection and destruction center or face imprisonment," Ms. Sharon stated.

     As Europe is bailed out to the tune of nearly $1 trillion dollars, Congressman Ron Paul warns that the constant monetization of debt, allied with taxpayer-funded bailouts, will inevitably lead to runaway inflation and the collapse of paper currencies (in favor of a global electronic currency). Under the terms of the Federal Reserve’s credit swap deal with the EU – in addition to an additional IMF bailout of which U.S. taxpayers will be picking up 20 per cent ($57 billion dollars) of the tab, Paul pointed out that not just taxpayers but “anybody that buys anything” will be funding the European bailout because of the attendant inflationary consequences.

     “The prices are going up already, producer prices are going up, the cost of living will go up so everyone in American will suffer and eventually the whole world will suffer because we cannot carry the whole world with our dollar,” Paul told Fox Business, adding that eventually people will lose confidence in the dollar. The Congressman agreed with the host that the bailouts would lead to the crash of paper currencies, noting that last week’s stock market turmoil was accompanied by gold acting as a currency rather than just reacting to the value of the dollar.

     “Gold has been money for 6,000 years and it will remain that way and it will rule the roost,” said Paul, adding that the dollar was weak in comparison with the strength of gold. “All paper currencies are under attack and this cannot be sustained,” said the Congressman. Paul then explained how the ECB has completely reversed its promise that it wouldn’t monetize debt and how Bernanke had also gone back on his word that U.S. dollars would be used for this purpose.

     “When I talked to Bernanke last time in the Committee he said they had no intention of bailing out Greece but they are, through the IMF as well as opening up these swap lines to all the central banks, so it is on the shoulders on the burden of the American taxpayer and our dollar so all we’re doing is perpetuating a very very bad system and this is not a solution at all,” he said. Paul agreed with the host that the bailout was merely a stunt to buy time while failing to address the underlying problem of European socialism and the entitlement culture, which is fast running out of money with which to keep itself ticking over.

World Health Organization Moving Ahead on Billions in Internet and Other Taxes

     The World Health Organization (WHO), the United Nations' public health arm, is moving full speed ahead with a controversial plan to impose global consumer taxes on such things as Internet activity and everyday financial transactions like paying bills online — while its spending soars and its own financial house is in disarray.

     The aim of its taxing plans is to raise "tens of billions" of dollars for WHO that would be used to radically reorganize the research, development, production and distribution of medicines around the world, with greater emphasis on drugs for communicable diseases in poor countries. Fox News initially reported last January on the "suite of proposals" for "new and innovative sources of funding," prepared by a 25-member panel of medical experts, academics and health care bureaucrats, when it was presented at a meeting of WHO's 34-member Executive Board in Geneva. Now the proposals are headed for the four-day annual meeting of the 193-member World Health Assembly, WHO's chief legislative organ, which begins in Geneva on May 17.

     The Health Assembly, a medical version of the United Nations General Assembly, will be invited to "take note" of the experts' report. It will then head back with that passive endorsement to another Executive Board meeting, which begins May 22, for further action. It is the Executive Board that will "give effect" to the Assembly's decisions. What it all means is that a major lobbying effort could soon be underway to convince rich governments in particular to begin taxing citizens or industries to finance a drastic restructuring of medical research and development on behalf of poorer ones. The scheme would leave WHO in the middle, helping to manage a "global health research and innovation coordination and funding mechanism," as the experts' report calls it.

     In effect, the plan amounts to a pharmaceutical version of the U.N.-sponsored climate-change deal that failed to win global approval at Copenhagen last December. If implemented as the experts suggest, it could easily involve the same kind of wealth transfers as the failed Copenhagen summit, which will send $30 billion a year to poor nations, starting this year. The WHO strategy involves a wide variety of actions to transfer "pharmaceutical-related technology," and its production, along with intellectual property rights, to developing countries, according to a condensed "global strategy and plan of action" also being presented to the World Health Assembly. Regional "networks for innovation" would be cultivated across the developing world, and some regions, such as Africa, would be encouraged to develop technology to exploit "traditional medicines."

     According to the condensed plan of action being presented to the Assembly, a number of those initiatives are already well under way. The rationale for the drastic restructuring of medical R and D, as outlined in the group of experts' report, is the skewed nature of medical research in the developed world, which concentrates largely on non-communicable diseases, notably cancer, and scants research on malaria, tuberculosis and other communicable scourges of poor countries. It cites a 1986 study that claimed that only 5 percent of global health research and development was applied to the health problems of developing countries. (In dissecting contemporary medical R and D, however, the expert report glosses over the historical fact that many drugs for fighting communicable diseases in developing countries are already discovered; the issue in many cases is the abysmal living and hygienic conditions that make them easily transmitted killers.)

     What truly concerns the experts, however, is how to get the wealth transfers that will make the R and D transfers possible — on a permanent basis. The panel offers up a specific number of possibilities. Chief among them:

• a "digital" or "bit" tax on Internet activity, which could raise "tens of billions of U.S. Dollars";

• a 10 percent tax on international arms deals, "worth about $5 billion per annum";

• a financial transaction tax, citing a Brazilian levy that was raising some $20 billion per year until it was canceled (for unspecified reasons);

• an airline tax that already exists in 13 countries and has raised some $1 billion.

     Almost casually, the panel's report notes that the fundraising effort would involve global changes in legal structures — and policing. As the report puts it: "Introducing a new tax or expanding an existing tax may require legal changes, nationally and internationally and ongoing regulation to ensure compliance." As a backup, the panel offers some less costly, voluntary alternatives, including "solidarity contributions" via mobile telephone usage, or set-asides on income taxes.

     Yet another alternative: new health care contributions from countries such as China, India or Venezuela, or higher contributions from rich countries — neither idea looking likely in the current climate of international financial crisis. In the report's words: "channeling these resources in this way can only be achieved if there is political will to do so and a convincing case is made." As follow-up, the experts suggest that WHO promote each and every suggested approach for new financing, along with "regulatory harmonization and integration" in the developing world, "research and development platforms in the developing world," and new "product development partnerships" to kick-start the global medicines program.

     Those challenges are laid out in WHO's proposed biennial budget for 2010-2011, which calls for a combination of mandatory and voluntary contributions from the world's nations — meaning, overwhelmingly, the three dozen richest ones — of $5.4 billion — a whopping 27 percent increase over the same initial draft figure for 2008-2009. But that increase, large as it is, will likely be far less than WHO needs before the latest biennium ends. In 2008-2009, the initial $4.23 billion draft budget was "revised" to a final $4.95 billion during the two-year period, a 17 percent increase. Using the same inflationary measure, WHO's spending could well climb to $6.3 billion before the end of 2011.

     In its planning committee documents, the WHO bureaucracy promises to get a better grip on its finances in the near future. Among the cost management efforts will be higher levies on voluntary donations to cover WHO staff costs — higher administrative fees, in short — along with more voluntary and "fully flexible" donations that can be used at the management's discretion, rather than being earmarked for specific programs. It will be another year, however, before WHO's overseers will be able to see if its management juggling will bear adequate fruit. All in all, that is not a confidence-building credential for an organization that is simultaneously trying to reorganize the world's medical research, development, production and distribution system — and make the world's consumers and taxpayers pick up most of the multibillion-dollar tab.
