      Israelis celebrate the 63rd anniversary of their independence this week in good cheer. Neither by word nor hint have its leaders referred to the challenge facing the country in the year to come:  Barack Obama, President of Israel's best friend and ally, has picked the Muslim Brotherhood movement of the Middle East as his chosen partner for promoting American interests in the Arab world in place of its ousted rulers. His courtship of this organization, which he regards as moderate, was the rationale, say Debkafile's Washington and counter-terror sources, behind his bold decision to get rid of Osama bin Laden, a step which his two predecessors, George W. Bush and Bill Clinton, held back from although they knew where he was. Many people forgot the vow Obama made in Cairo on June 4 to mend America's fences with the Muslim world, but he meant every word.  His White House has made forging a pact between the United States and the Muslim Brotherhood their ultimate policy objective, although they do not expect to achieve it in one fell swoop. Bin Laden's death was part of the US president's unfolding game plan:

 

1. He needed to demonstrate unswerving resolve to eradicate the terrorist threat posed by Islamic extremists;

 

2. The Muslim Brotherhood and its national chapters needed to be held back from falling into the arms of Islamic radicalism if it were to qualify as the centerpiece of America's new beginning with the Arab world.

 

     Another part of the Obama game plan was the "Arab Spring" for paving the way to that beginning by making decades'-old autocratic rulers redundant. Egypt's Hosni Mubarak had to go first  - and he was therefore the only Arab ruler whom the US president told bluntly to leave, unlike Muammar Qaddafi or even Bashar Assad – very simply because Egypt is the center of the many-branched Muslim Brotherhood's and its Shura Council. More than any other Middle East party or organization, the Brotherhood holds powerful levers of influence in Libya, Syria, Jordan, the Palestinian arena and even in Saudi Arabia through its presence in national religious institutions and broad membership. It is therefore suppressed by all those regimes as it was in Egypt. Mubarak's fellow Arab rulers watched and noted how quickly and ruthlessly Obama disposed of him and mustered all their resources to defeat the US-backed revolts against their regimes before they too were tossed on the rubbish heap.

 

     Saudi King Abdullah fought back with a divorce from Washington. He is bitterly hostile to the Obama administration – not just over Mubarak's humiliating downfall, but because he believes that a US-Muslim Brotherhood pact would threaten the royal House of Saud by engulfing the clerical institutions which give the throne its legitimacy. Libya's Qaddafi tried to save himself by pointing to his common cause with the US against a rebellion penetrated by Al Qaeda and other Muslim extremists. When he realized that Washington did not share his view and favored the Muslim elements, he decided to fight back against the rebellion and defy their NATO backers.  Syria's Bashar Assad, who represents a secular regime and creed, has resorted to tanks, artillery and live bullets for a ferocious crackdown to end what he regards as the continuation of the Muslim Brotherhood-led challenge to the Alawite Assad family rule launched first against his father 19 years ago.

 

     Another piece of the Obama game plan was put in place in Cairo Wednesday, May 4, with the inking of the Palestinian unity pact by Palestinian Authority chairman Mahmoud Abbas for Fatah and Khaled Meshaal for Hamas. After Israeli Prime Minister Binyamin Netanyahu warned Abbas that the Palestinians must choose between peace and Hamas, Abbas is reported by Debkafile's Cairo sources as privately asking why the Israelis complained to him. They should complain to Obama, he said. Hamas is an offshoot of the Egyptian and Jordanian Muslim Brotherhood branches. "I am only acting out his guidelines by helping the Brotherhood's integration in Middle East government."

 

     The US president has taken certain steps to get his plan in motion. It will be far from plain sailing. In Israel and in some Western capitals, the military junta which has succeeded Hosni Mubarak in Cairo is not expected to tamely open the door to the Muslim Brotherhood. The Egyptian generals have meanwhile taken the lead in steering Palestinian moves in the hope of focusing the Muslim Brotherhood's attention on the Palestinian issue rather than its drive for power. This device worked for Gemal Abdul Nasser in the 60s and 70s. But sooner or later, the Brotherhood and Washington will realize that the military rulers fully intend to hold onto power. Instead of standing aside for a Brotherhood presidential candidate, they will run one of their own. President Obama will then be confronted with a hard decision.

 

     Sensing the supportive winds blowing in from Washington, Muslim activists attacked a Coptic Christian church in Cairo Saturday, May 7, sparking a violent sectarian clash that raged through Sunday night  leaving more than 20 dead and raising fears of a Muslim power grab. With the White House busy juggling the balls of its primary Middle East policy, there is not much Israel can do. Therefore, Prime Minister Netanyahu's meeting with Obama on May 21 and his speech to the joint Houses of Congress during his Washington visit are not expected to yield momentous changes. There is not much point in his unveiling any new peace proposal as long as the Palestinians are stuck betwixt and between their next moves, or trying to warn Obama against a US-Muslim Brotherhood rapprochement. While a Brotherhood takeover in neighboring Arab countries, however gradual, would pose a direct threat to Israeli security, Obama in the full flush of success of his initial steps will not be receptive to Israel's arguments.

     The Society of the Muslim Brothers (often simply الإخوان Al-Ikhwān, The Brotherhood or MB) is the largest political opposition organization in many Arab states. The group is the the Muslim world's 2nd oldest and 2nd largest group (after Tablighi jamaat), and the "world's most influential Islamist movement." The Brotherhood has as its slogan "Islam is the solution." It was founded in 1928 in Egypt by the Islamic scholar and schoolteacher Hassan al-Banna. The Brotherhood's stated goal is to instill the Qur'an and Sunnah as the "sole reference point for ...ordering the life of the Muslim family, individual, community ...and state." Since its inception in 1928 the movement has officially opposed violent means to achieve its goals. The Council on Foreign Relations says: "At various times in its history, the group has used or supported violence and has been repeatedly banned in Egypt for attempting to overthrow Cairo's secular government.

 

     United States of America Organizations in the US started by activists involved with the Muslim Brotherhood include the Muslim Students Association in 1963, North American Islamic Trust in 1971, the Islamic Society of North America in 1981, the American Muslim Council in 1990, the Muslim American Society in 1992, and the International Institute of Islamic Thought in the 1980s. According to the Washington Post, Muslim activists say MSA's members represent "all schools of Islam and political leanings – many are moderates, while others express anti-U.S. views or support resistance against Israelis." The Holy Land Foundation trial has led to the release as evidence of several documents on the Muslim Brotherhood. One of these documents, dated in 1991, explains that the goal of the Muslim Brotherhood in the U.S. is "settlement," defined by the author as a form of jihad aimed at destroying Western civilization from within and allowing for the victory of Islam over other religions. In another one of these documents, "Ikhwan in America," the author alleges that the activities of the Muslim Brotherhood in the US include going to camps to do weapons training (referred to as Special work by the Muslim Brotherhood), as well as engaging in counter-espionage against US government agencies such as the FBI and CIA (referred to as Securing the Group).

 

     The United Kingdom: The Muslim Brotherhood has formally been active in the U.K since 1996 and now holds a significant but widely unknown presence within the U.K's Muslim population. In 1996, the first representative of the MB in Britain, Kamal el-Helbawy, an Egyptian, was able to say that "there are not many members here, but many Muslims in Britain intellectually support the aims of the Muslim Brotherhood." He added that at that time, the object of the MB in Britain was only to disseminate information on Islam, Islamic issues and movements, and to rectify the distortions and misunderstandings created by "different forces against Islam." In September 1999, the MB opened a "global information centre" in London. A press notice published in Muslim News stated that it would "specialize in promoting the perspectives and stances of the Muslim Brotherhood, and [communicate] between Islamic movements and the global mass media."

 

     Numerous officials and reporters question the sincerity of the MB's pronouncements. These critics include, but are not limited to: U.S. White House counterterrorism chief Juan Zarate, who says "The Muslim Brotherhood is a group that worries us not because it deals with philosophical or ideological ideas but because it defends the use of violence against civilians." Raymond Ibrahim, editor of The Al Qaeda Reader, who notes that Muhammad himself described war as "deceit" and that Muslim Brotherhood disciples, past and present, merely duplicate the "everlasting words of Allah," as iterated in the Qur'an. Miles Axe Copeland, Jr. –a prominent U.S. Central Intelligence Agency (CIA) operative who was one of the founding members of the Office of Strategic Services (OSS) under William Donovan— divulges the confessions of numerous members of the Muslim brotherhood that resulted from the harsh interrogations done against them by Egyptian president Gamal Abdel Nasser, for their alleged involvement in the assassination attempt made against Nasser (an assassination attempt that many believe was staged by Nasser himself), which revealed that the Muslim Brotherhood was merely a "guild" that fulfilled the goals of western interests: "Nor was that all.

 

      Sound beatings of the Moslem Brotherhood organizers who had been arrested revealed that the organization had been thoroughly penetrated, at the top, by the British, American, French and Soviet intelligence services, any one of which could either make active use of it or blow it up, whichever best suited its purposes. Douglas Farah, a veteran international reporter who describes current Muslim Brotherhood propaganda as a "charm offensive." Former U.S. Middle East peace envoy Dennis Ross, who told Asharq Alawsat newspaper that the Muslim Brotherhood is a global, not a local organization, governed by a Shura (Consultative) Council, which rejects cessation of violence in Israel, and supports violence to achieve its political objectives elsewhere too. Magdy Khalil, executive editor of Egypt's Watani International, who reports consistent MB deceit concerning Egypt's 12.5% Coptic Christian population, so as to oppress and dhimmify them.

 

     The Interior Minister of Saudi Arabia, Prince Naif Ibn Abdul Aziz has stated that the Muslim Brotherhood organization was the cause of most problems in the Arab world. 'The Brotherhood has done great damage to Saudi Arabia,' he said. Prince Naif accused the foremost Islamist group in the Arab world of harming the interests of Muslims. 'All our problems come from the Muslim Brotherhood. We have given too much support to this group..." "The Muslim Brotherhood has destroyed the Arab world,' he said.  “Whenever they got into difficulty or found their freedom restricted in their own countries, Brotherhood activists found refuge in the Kingdom which protected their lives... But they later turned against the Kingdom...' The Muslim Brotherhood has links to groups across the Arab world, including Jordan's main parliamentary opposition, the 'Islamic Action Front,' and the 'Palestinian resistance movement, Hamas." The Interior Minister's outburst against the Brotherhood came amid mounting criticism in the United States of Saudi Arabia's longstanding support for Islamist groups around the world...."

 

     Links to violence: Newsweek journalists Mark Hosenball and Michael Isikoff reported connections between al-Qaeda and Brotherhood figures Mamoun Darkazanli and Youssef Nada. A similar article in the Financial Times reported financial links between 74-year-old Swiss Muslim convert, and businessman Ahmed Huber, and members of the Muslim Brotherhood, notably Youssef Nada, Ali Ghaleb Himmat. According to the U.S. government, Al Taqwa "has long acted as financial advisers to al-Qaeda." He is reported to have "confirmed" having "had contact with associates of Osama bin Laden at an Islamic conference in Beirut," whom he called "very discreet, well-educated, very intelligent people." Abdul Rahman al-Amoudi was an influential lobbyist and founder and head of the Brotherhood-linked American Muslim Council before being convicted and sentenced to 23 years in prison for conspiracy to murder Saudi Prince Abdullah at the behest of Libyan leader Muammar al-Gaddafi.

 

     Status of non-Muslims: In 1997 Muslim Brotherhood Supreme Guide Mustafa Mashhur told journalist Khalid Daoud that he thought Egypt's Coptic Christians and Orthodox Jews should pay the long-abandoned jizya poll tax, levied on non-Muslims in exchange for protection from the state, rationalized by the fact that non-Muslims are exempt from military service while it is compulsory for Muslims. He went on to say, "we do not mind having Christians members in the People's Assembly ...the top officials, especially in the army, should be Muslims since we are a Muslim country.... This is necessary because when a Christian country attacks the Muslim country and the army has Christian elements, they can facilitate our defeat by the enemy.

     Provisions for lying in Islam: Most Muslims are familiar with the principles of Islam that will justify lying in situations where they sense the need to do so. Among these are:

 

War is deception.

The necessities justify the forbidden.

If faced by two evils, choose the lesser of the two.

 

     These principles are derived from passages found in the Quran and the Hadith. In the Quran, Allah says: "Allah will not call you to account for what is futile in your oaths, but He will call you to account for your deliberate oaths: for expiation, feed ten indigent persons, on a scale of the average for the food of your families; or clothe them; or give a slave his freedom. If that is beyond your means, fast for three days. That is the expiation for the oaths ye have sworn. But keep to your oaths. Thus doth Allah make clear to you His signs, that ye may be grateful." Surah 5:89

 

     "Allah will not call you to account for thoughtlessness (vain) in your oaths, but for the intention in your hearts; and He is Oft-forgiving, Most Forbearing." Surah 2:225

 

     "Any one who, after accepting faith in Allah, utters Unbelief, except under compulsion, his heart remaining firm in Faith - but such as open their breast to Unbelief, on them is Wrath from Allah, and theirs will be a dreadful Penalty." Surah 16: 106

 

     The noted Islamic commentator, Al-Tabary explained Surah 16:106 as a verse that had been revealed to Mohammed after he learned that Ammar Ibn Yasser was forced to deny his faith in Mohammed when kidnapped by the Banu Moghera tribe. Mohammed consoled Ammar by telling him, "If they turned, you turn." (Meaning: if they again capture you, you are allowed to deny me again.) These and similar passages from the Quran clearly reveal that Muslims' unintentional lies are forgivable and that even their intentional lies can be absolved by performing extra duties. It is also clear that if forced to do so, Muslims can lie while under oath and can even falsely deny faith in Allah, as long as they maintain the profession of faith in their hearts. In the Hadith, Mohammed, emphasizes the same concept.

 

     From "Ehiaa Oloum al-Din," by the famous Islamic scholar al-Ghazali, Vol. 3: PP.284-287:

 

One of Mohammed's daughters, Umm Kalthoum, testified that she had never heard the Apostle of Allah condone lying, except in these three situations:

 

For reconciliation among people.

In war.

Amongst spouses, to keep peace in the family.

 

One passage from the Hadith quotes Mohammed as saying: "The sons of Adam are accountable for all lies except those uttered to help bring reconciliation between Muslims."

 

Another says, "Aba Kahl, reconcile among people."(Meaning: even through lying.)

 

     The following quote demonstrates the broadness of situations in which the prophet permitted lying. "The sons of Adam are accountable for all lies with these exceptions: During war because war is deception, to reconcile among two quarreling men, and for a man to appease his wife."

 

     The principle of Al-Takeyya: The Arabic word, "Takeyya," means "to prevent," or guard against. The principle of Al Takeyya conveys the understanding that Muslims are permitted to lie as a preventive measure against anticipated harm to one's self or fellow Muslims. This principle gives Muslims the liberty to lie under circumstances that they perceive as life threatening. They can even deny the faith, if they do not mean it in their hearts. Al-Takeyya is based on the following Quranic verse:

 

     "Let not the believers Take for friends or helpers Unbelievers rather than believers: if any do that, in nothing will there be help from Allah: except by way of precaution (prevention), that ye may Guard yourselves from them (prevent them from harming you.) But Allah cautions you (To remember) Himself; for the final goal is to Allah." Surah 3: 28 According to this verse a Muslim can pretend to befriend infidels (in violation of the teachings of Islam) and display adherence with their unbelief to prevent them from harming him.  Under the concept of Takeyya and short of killing another human being, if under the threat of force, it is legitimate for Muslims to act contrary to their faith. The following actions are acceptable:

 

Drink wine, abandon prayers, and skip fasting during Ramadan.

Renounce belief in Allah.

Kneel in homage to a deity other than Allah.

Utter insincere oaths.

The implications of the principle of Al-Takeyya

 

     Unfortunately, when dealing with Muslims, one must keep in mind that Muslims can communicate something with apparent sincerity, when in reality they may have just the opposite agenda in their hearts. Bluntly stated, Islam permits Muslims to lie anytime that they perceive that their own well-being, or that of Islam, is threatened. In the sphere of international politics, the question is: Can Muslim countries be trusted to keep their end of the agreements that they sign with non-Muslim nations? It is a known Islamic practice, that when Muslims are weak they can agree with most anything. Once they become strong, then they negate what they formerly vowed. The principle of sanctioning lying for the cause of Islam bears grave implications in matters relating to the spread of the religion of Islam in the West.

 

     Muslim activists employ deceptive tactics in their attempts to polish Islam's image and make it more attractive to prospective converts. They carefully try to avoid, obscure, and omit mentioning any of the negative Islamic texts and teachings. An example of Islamic deception is that Muslim activists always quote the passages of the Quran from the early part of Mohammed's ministry while living in Mecca. These texts are peaceful and exemplify tolerance towards those that are not followers of Islam. All the while, they are fully aware that most of these passages were abrogated (cancelled and replaced) by passages that came after he migrated to Medina. The replacement verses reflect prejudice, intolerance, and endorse violence upon unbelievers.

 

     In conclusion, it is imperative to understand, that Muslim leaders can use this loop-hole in their religion, to absolve them from any permanent commitment. It is also important to know that what Muslim activists say to spread Islam may not always be the whole truth. When dealing with Muslims, what they say is not the issue. The real issue is, what they actually mean in their hearts.
